So what makes hand dryers ADA Compliant?

The American Disabilities Act requires hand dryers to not protrude more than 4 inches from the wall. Other details to take into consideration are mounting height, and hand dryer placement.

Objects mounted with their leading edges at or below 27 inches (685 mm) above the finished floor may protrude any amount.

According to ADA Regulation 4.2.5, concerning forward reach:

If the clear floor space only allows forward approach to an object, the maximum high forward reach allowed shall be 48 inches (1220 mm). The minimum for low forward reach is 15 inches (380 mm).
